Strategic planning is one of the core areas of expertise of the CIVINET team, drawing on more than 25 years of cumulative experience and an extensive portfolio of relevant studies across Greece.
Even before the formal establishment of CIVINET, its team members were among the main contributors to the design of the national Sustainable Urban Mobility Plan (SUMP) programme of the Green Fund. Following a series of advanced international training programmes, the team acquired the institutional role of National Multiplier of the EU Urban Mobility Observatory (formerly ELTIS), as well as the role of trainer for Greek engineers on issues related to sustainable mobility and SUMPs.
In 2015, the team conceived the concept of the “Sustainable Island Mobility Plan (SIMP)”, which was published in 2024 as an official guide, developed in cooperation with the University of the Aegean and with the support of CIVITAS, while also dedicating a symposium to this issue with funding from the Green Fund.

A closely related strategic study—unique of its kind in Greece—is the “Circular Tourism Strategy for the Attica Islands Region”, developed within the European Interreg MED project INCIRCLE and delivered free of charge to the Region of Attica.
The team has contributed to the development of:
- 7 Sustainable Urban Mobility Plans (SUMPs): Agios Dimitrios, Vyronas, Keratsini-Drapetsona, Nikaia-Agios Ioannis Rentis, Thebes, Nea Filadelfeia-Nea Chalkidona, Kaisariani
- 4 Sustainable Island Mobility Plans (SIMPs): Sifnos, Kea, Naxos, Kythnos, Rhodes
- The Tender documents for the SUMPs of Nicosia, Paphos and the wider Famagusta area
- The digital SUMP platform of Kavala
During the same period, the team also contributed to the development of the Urban Accessibility Plan (UAP) of the Municipality of Thebes.
